Ministry of Heavy Industries Launches Online Portal for Electric Car Manufacturing Scheme Applications Under SPMEPCI

The Ministry of Heavy Industries has officially launched the online application portal for the Scheme to Promote Manufacturing of Electric Passenger Cars in India (SPMEPCI), inviting applications from eligible manufacturers. The portal, spmepci.heavyindustries.gov.in, opened for submissions on June 24, 2025, at 10:30 a.m. and will remain accessible until October 21, 2025, at 6:00 p.m.

The scheme was initially notified on March 15, 2024, and further detailed through Notification No. S.O. 2450(E) dated June 2, 2025. Both the official notification and detailed guidelines are available on the Ministry’s website: heavyindustries.gov.in.

Approved under the Government of India’s broader vision to establish India as a global manufacturing hub, the scheme specifically targets the electric vehicle  sector. It aims to attract major global investments in e-vehicle manufacturing and strengthen the country’s position in the global EV market.

Under the scheme, eligible applicants will be required to commit a minimum investment of ₹4,150 crore. In return, approved applicants will be permitted to import Completely Built Units (CBUs) of electric four-wheelers (e-4Ws) with a minimum Cost, Insurance, and Freight (CIF) value of USD 35,000 at a reduced customs duty rate of 15%, applicable for a period of five years from the date of application approval.

The initiative is expected to generate employment, enhance indigenous manufacturing capabilities, and support national goals under the ‘Make in India’ and ‘Aatmanirbhar Bharat’ missions. The scheme also incorporates a clear framework for Domestic Value Addition (DVA), ensuring a calibrated approach to technology adoption and local production growth.

Officials from the Ministry stated that this strategic policy move reflects India’s commitment to sustainable mobility and industrial growth, while offering a strong incentive structure for both global and domestic players in the electric mobility space.
