Launch of Prime Minister’s Awards Scheme 2023 Marks a Revolutionary Approach Towards Public Administration Excellence

In a significant development, the Department of Administrative Reforms & Public Grievances launched the Scheme and Web-portal for the Prime Minister’s Awards for Excellence in Public Administration 2023 on January 8, 2024, at 11:00 AM. The event saw the participation of Principal Secretaries (AR)/(IT), and DCs/DMs from all States/UTs through a virtual ceremony.

The web portal (http://www.pmawards.gov.in) is now open for registration and submission of applications, with the window operational from January 8 to January 31, 2024. The revamped scheme, spearheaded by Prime Minister Narendra Modi since 2014, aims to foster Constructive Competition, Innovation, Replication, and Institutionalization of Best practices in public administration.

This year, the focus is on recognizing the performance of District Collectors through targeted individual beneficiaries and implementation with a saturation approach. Applications for awards will be evaluated based on three parameters: Good Governance, Qualitative, and Quantitative achievements.

All districts are encouraged to participate in this transformative scheme for Prime Minister’s Award for Excellence in Public Administration 2023. The scheme for 2023 acknowledges civil servants’ contributions under two categories:

Category 1: Holistic Development of Districts under 12 priority sector programmes

  • 10 awards will be conferred under this category.

Category 2: Innovations for Central Ministries/Departments, States, Districts

  • 6 awards will be conferred under this category.

The evaluation process involves short-listing of districts/organizations by a Screening Committee, followed by evaluation by an Expert Committee, and finally, assessment by an Empowered Committee. The Prime Minister’s approval will be sought based on the recommendations of the Empowered Committee for the Awards.

The Prime Minister’s Awards for Excellence in Public Administration 2023 will consist of a Trophy, a Scroll, and an incentive of Rs. 20 lakh to the awarded District/Organization. This financial incentive is intended to be utilized for the implementation of projects/programs or addressing resource gaps in any area of public welfare.

The scheme covers the period from April 1, 2021, to January 31, 2024, with a total of 16 awards to be conferred, marking a new chapter in recognizing and promoting excellence in public administration.
