She is the Chief Secretary of the Government of Karnataka, with over 35 years of dedicated service. She has held key positions, including Principal Secretary in various departments such as Backward Classes, Information and Culture, Kannada and Culture, and Public Relations. Her leadership in these roles has contributed to the socio-economic development of backward communities, the promotion of Karnataka’s rich cultural heritage, and improved public relations through media engagement.

One of her most notable contributions was as the Mission Director of Sakala Mission, where she played a pivotal role in implementing the Karnataka Guarantee of Services Act 2011. This initiative ensured the timely delivery of government services across more than 20,000 offices in Karnataka, enhancing administrative efficiency and transparency. Her tenure as Principal Secretary in the Primary and Secondary Education Department was instrumental in shaping policies and reforms to improve Karnataka’s educational landscape.

Beyond education and governance reforms, Dr Shalini Rajneesh has led efforts in Rural Development, Women and Child Development, and the Hyderabad Karnataka Area Development Board. In these roles, she focused on strengthening Panchayati Raj institutions, advancing women’s empowerment, and driving economic growth in underdeveloped regions of Karnataka.

Before her tenure in Karnataka, she served in the Government of India in various capacities, including as Director of the Women & Child Welfare Department, where she handled the World Bank-funded Swashakti project for women’s self-help groups. She also served as Private Secretary to multiple Ministers of State in Finance, Civil Aviation, Shipping, and Agriculture, gaining extensive experience in policy-making at the national level.

Dr. Rajneesh holds an MBA from Latrobe University, Australia, a Ph.D. from Mangalore University, and a Master of Arts in Psychology from Punjab University, where she was awarded the University Gold Medal.
