J&K Government, Capacity Building Commission, Karmayogi Bharat Signs Tripartite MoU to Institutionalize Mission Karmayogi

In a significant step towards enhancing governance and public service delivery, the Government of Jammu & Kashmir has signed a tripartite MoU with the Capacity Building Commission and  to implement Mission Karmayogi across the Union Territory.

The MoU, signed in Srinagar, aims to build a future-ready, citizen-centric civil services ecosystem by facilitating structured, role-based, and continuous learning for government officials through the iGOT Karmayogi platform.

Speaking at the event, Chief Secretary Atal Dulloo reaffirmed the administration’s commitment to capacity building and highlighted the key role of the General Administration Department and the Institute of Management, Public Administration and Rural Development (IMPARD) in driving the implementation.

An orientation session was also conducted at IMPARD for Additional and Deputy Secretaries from various departments. Led by Navneet Kaur, Director, CBC, and  Rakesh Verma, COO, Karmayogi Bharat, the session focused on the mission’s objectives—digital learning, need-based skilling, and the shift to a competency-based administrative culture.

During a live demonstration of the iGOT Karmayogi platform, Verma emphasized its modular, self-paced structure and noted that over 1.26 crore learners nationwide have already benefitted from it.

A major outcome of the session was the J&K Government’s commitment to begin onboarding officials from various departments and initiate their curated learning journeys. The administration also expressed interest in adopting blended learning models aligned with its unique developmental needs.

The MoU signing was attended by senior dignitaries, including Dr. Alka Mittal, Member (Administration), CBC;  M. Raju, Secretary, GAD, J&K; Rehana Batul, Director General, IMPARD; V. Lalithalakshmi, CEO, Karmayogi Bharat; S.P. Roy, Joint Secretary, CBC; and Rakesh Verma, CEO, Karmayogi Bharat.
