Kerala Government Announces Major IAS Reshuffle: New District Collectors, Subcollectors, and Department Heads Appointed

The Kerala government has carried out a reshuffle of IAS officers, making key appointments across departments and districts.

Among the notable changes, IAS officer Arun J.O. has been appointed as the Chief Operating Officer of the newly created Wayanad Township Project—a role aimed at driving infrastructure development in the ecologically sensitive hill district. Arun previously served as the Director of the Backward Classes Development Department.

Likewise, IAS Harshil R. Meena, who was serving as Subcollector of Kozhikode, has been appointed as the Director of Environment and Climate Change. This position, also newly created as an ex-cadre post, reflects the state’s growing focus on climate action and environmental governance.

Several departmental and district-level transfers of IAS officers include:

IAS K. Vasuki, previously Secretary of Labour and Skills, has been appointed as Secretary, General Education. IAS Shanavas S., who served as Director of General Education, will now take charge as Special Secretary, Labour and Skills, with additional responsibilities as Director of Panchayats. IAS Sheeba George has been shifted from Additional Secretary in Revenue to Additional Secretary, Health and Family Welfare. IAS Chithra S. has assumed charge as Additional Secretary, General Education. IAS Geetha A. has been appointed Additional Secretary, Revenue, and will also hold full additional charges as Commissioner, Housing; Secretary, Kerala State Housing Board; and Director, Nirmithi Kendra. Meanwhile, IAS Geromic George has been posted as Principal Director in the Local Self-Governments Department.

The Kerala government has also appointed new District Collectors in several key districts. IAS Umesh N.S.K., who was serving as District Collector of Ernakulam, has been appointed Director of General Education and will also hold the additional charge of Managing Director, Kerala Financial Corporation. IAS Priyanka G., the outgoing DC of Palakkad, has been transferred as the new District Collector of Ernakulam, while IAS Madhavikutty M.S. has taken over as District Collector of Palakkad. IAS Chetan Kumar Meena has been appointed as the new District Collector of Kottayam, and IAS Dinesan Cheruvat has assumed charge as District Collector of Idukki.

Meanwhile, IAS John V. Samuel has been appointed as Director of the State Water Transport Department. IAS V. Vigneshwari, who previously served as District Collector of Idukki, has been posted as Additional Secretary, Agriculture. She will also play a key role in two significant initiatives—the Kerala Climate Resilient Agri-Value Chain Project (KERA) and the Centre for Continuing Education.

Other reshuffling includes:

IAS Nizamudeen A., previously the Mission Director of MGNREGS, has now been appointed Director of the Kerala Institute of Local Administration (KILA), with the additional charge of MD, Impact Kerala. IAS Sreedhanya Suresh, IGR, has taken over as Additional Director (General), Tourism, continuing additional charge of Samoohika Sannadha Sena and Kerala Youth Leadership Academy.

IAS Aswathy Srinivas has become Additional Resident Commissioner, Kerala House, and taken charge as Director, Kerala State Insurance Department. IAS Meera K., Subcollector of Fort Kochi, has been made Director, Survey and Land Records, and will continue as Inspector General, Registration.

IAS Mithun Premraj has assumed charge as Joint Commissioner, Land Revenue, with the additional charge of Secretary, Land Board. IAS Misal Sagar Bharat has become Deputy Secretary and OSD, SC/ST/Backward Classes, and Director, Backward Classes Development.

Among them newly appointed mission directors and CEOs are – IAS Jayakrishnan V.M. has been designated as MD, Kerala State Civil Supplies Corporation. IAS Ranjith D. has been appointed as Mission Director, MGNREGS and IAS Apurva Tripathi has been appointed CEO, Life Mission, with additional charge as Mission Director, AMRUT.

The government has assigned postings to IAS officers of the 2023 batch as Subcollectors across various regions. IAS Anjeet Singh has been appointed Subcollector of Ottappalam, while IAS Atul Sagar will serve as Subcollector of Mananthavady. IAS Ayush Goel has taken charge in Kottayam, and IAS Arya V.M. has been posted to Devikulam. IAS S. Gautham Raj has been appointed Subcollector of Kozhikode, IAS Grandhe Saikrishna will serve in Fort Kochi, and IAS Sakshi Mohan has been posted as Subcollector of Perinthalmanna.
