In a significant development within the national security establishment, the Government of India has assigned Parag Jain (IPS: 1989: PB) the additional charge of Secretary (Security), Cabinet Secretariat, a position of critical importance within the country’s security framework.
Jain currently serves as Secretary, Research & Analysis Wing (R&AW) under the Cabinet Secretariat. The new assignment, effective November 12, 2025, places him at the helm of two of India’s most sensitive and strategically vital security institutions.
The post of Secretary (Security) had remained vacant since the retirement of Harinath Mishra in July 2025. In the interim, Manoj Govil (IAS: 1991: MP), Secretary (Coordination), Cabinet Secretariat, had been holding the position as an additional charge.
As Secretary (Security), Jain will oversee the Special Protection Group (SPG) — the elite agency responsible for the security of the Prime Minister of India and his immediate family — while also coordinating policy between national intelligence and enforcement agencies. The position plays a vital role in ensuring seamless national security planning, inter-agency collaboration, and strategic threat management.
Parag Jain, a senior IPS officer of the 1989 Punjab cadre, brings extensive experience in intelligence, counter-terror operations, and strategic policy formulation, having held several key positions in both central and state security establishments.
