UGC Launches Annual Capacity Building Plan for Skill Enhancement of Employees

The University Grants Commission (UGC) has unveiled its Annual Capacity Building Plan (ACBP) aimed at fostering the growth and skill enhancement of its employees. UGC Chairman, Mamidala Jagadesh Kumar, officially launched the initiative on Tuesday in the presence of Dr R Balasubramanium, Member HR, Capacity Building Commission (CBC).

UGC has become the first autonomous organization to proactively collaborate with the Capacity Building Commission to chart a comprehensive plan for enhancing the capabilities of its workforce. The primary objective is to nurture, develop, and augment the abilities, talents, competencies, efficiency, and qualifications of UGC employees, ultimately bolstering their capacity to serve the higher education system in India.

Under the ACBP, UGC employees will undergo training in four key areas:

  1. Behavioral Competencies: Focused on enabling UGC staff to take on more significant roles beyond their regular responsibilities.
  2. Functional Competencies: Geared towards enhancing performance in administration, procurement, and financial management.
  3. Domain Competencies: Targeted training to excel in specialized fields such as policy-making or project management.
  4. Technology Competencies: Providing skills in newer technologies to reduce turnaround time, enhance efficiency, improve digital record-keeping, and utilize technology platforms to engage with stakeholders.

Notably, over 600 UGC employees have already been on boarded onto the iGot Karmayogi platform as of September 15, 2023. In the first quarter of the ACBP (October to December 2023), 630 UGC employees have successfully completed more than 4500 courses, with each employee completing an average of 7 courses, according to UGC notifications.

In addition to the online training, UGC has organized various offline/face-to-face training programs on crucial topics such as Reservation in Services, Introduction to Emerging Technologies using AI, Data-Driven Decision Making (DDDM) using Higher Education data, PFMS Awareness of General Financial Rules, Contract Management, Purchase of Services, and RTI. These initiatives align with the government’s Mission Karmayogi for Skill Enhancement of government employees.

The UGC is committed to continuing these efforts to fortify the capacity of its employees, ensuring they stay abreast of emerging trends and technologies in the education sector.
