Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences; and Minister of State for PMO, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh today launched the electronic Civil List, 2025, a comprehensive digital directory of serving Indian Administrative Service (IAS) officers across the country.
Now in its 70th edition and fifth year in a fully digital format, the Civil List has been released as an interactive e-book by the Department of Personnel and Training (DoPT), offering enhanced accessibility and functionality. The searchable PDF format features embedded hyperlinks and, for the first time, includes photographs of officers—further personalizing the compendium.
Speaking at the launch event, Dr. Singh emphasized the critical role of the IAS in India’s federal governance and praised the service for continuing to attract the nation’s best talent. “The Civil List is a powerful tool of transparency that provides a structured view of India’s administrative leadership,” he said.
To further improve the utility of the digital compendium, Dr. Singh proposed the integration of artificial intelligence-based search capabilities, allowing for domain-specific queries. This would support targeted government projects by identifying suitable officers for mission-mode initiatives, while maintaining appropriate access controls.
The 2025 e-Civil List offers a detailed snapshot of the IAS as of January 1, 2025, including information such as officers’ names, batches, cadres, current postings, pay levels, educational qualifications, and retirement dates. It also presents cadre-wise strength data, projected retirements over the next five years, and appointment records dating back to 1969. The total authorized cadre strength stands at 6,877 officers, with 5,577 currently in active service across 25 state cadres.
Dr. Singh also highlighted the importance of regularly updating the list to maintain its relevance as an administrative resource for policymakers, government departments, and the public.
The launch ceremony was attended by key dignitaries including Mr. S.N. Tripathi, Director General of the Indian Institute of Public Administration (IIPA); Mr. Sriram Taranikanti, IAS, Director and Chairperson of the Lal Bahadur Shastri National Academy of Administration (LBSNAA); and Ms. Rachna Shah, Secretary, DoPT, along with other senior officials.
