Principal Scientific Adviser Unveils Report on Evaluation of Innovation Excellence Indicators of Public Funded R&D Organizations

In a strategic move to boost India’s innovation ecosystem, the Office of the Principal Scientific Adviser (PSA) to the Government of India released the second round of its study report titled “Evaluation of Innovation Excellence Indicators of Public Funded R&D Organizations.” The report was launched during the 15th CII Global Innovation and IP Summit 2025 in New Delhi.

Prof. Ajay Kumar Sood, Principal Scientific Adviser to the Government of India, officially unveiled the report, describing it as both a diagnostic tool and a roadmap to enhance the performance and global competitiveness of India’s publicly funded research institutions.

“This report serves as a strategic tool for institutional improvement and policy formulation. It reflects our collective aspiration to make Indian science and research globally competitive and socially impactful,” Prof. Sood said at the launch. He emphasized the need for robust evaluation frameworks to align national R&D efforts with broader socio-economic goals.

The Confederation of Indian Industry (CII) and the Center for Technology, Innovation, and Economic Research (CTIER) collaborated as knowledge partners, lending technical and analytical support to refine the assessment model.

The evaluation framework examined six core dimensions:

  1. Research output and quality
  2. Technology transfer and commercialization
  3. Collaborations and industry engagement
  4. Intellectual property generation
  5. Societal and policy impact
  6. Human resource development and capacity building

These indicators provide a comprehensive view of innovation performance and serve as a benchmarking tool for public R&D organizations across the country.

The launch event witnessed participation from key dignitaries, including Dr. Parvinder Maini, Scientific Secretary, Office of PSA; Shri B.N. Satpathy, PSA Fellow; Dr. Udayant Malhoutra, Chairman, CII National Committee on Design Innovation; and Mr. Masood Mallick, Chairman, CII National Committee on Waste to Worth Technologies. Several senior officials from industry, academia, and research institutions were also in attendance.
