Prime Minister Modi Highlights Citizen-Centric Focus of Draft Digital Personal Data Protection Rules, 2025

Prime Minister Shri Narendra Modi emphasized India’s commitment to citizen-centric governance in response to the release of the Draft Digital Personal Data Protection Rules, 2025. Lauding the initiative, he remarked, ‘The rules aim to safeguard personal data while driving growth and inclusivity.’ The announcement follows a detailed explanation of the draft by Union Minister Shri Ashwini Vaishnaw.

The Draft Digital Personal Data Protection Rules, 2025, are designed to operationalize the Digital Personal Data Protection Act, 2023 (DPDP Act), empowering citizens with a robust legal framework to protect their digital personal data. These rules mark a significant step forward in ensuring individuals’ rights are upheld in a rapidly expanding digital economy.

Key Highlights of the Draft Rules:

Citizen Rights:
The rules clearly define the rights of citizens, enabling them to demand erasure of personal data, appoint digital nominees, and access user-friendly mechanisms for managing their data.

Transparent Processes:
Fiduciary intermediaries are mandated to provide clear and accessible information about how personal data is processed and ensure informed consent mechanisms are in place.

Support for Startups and Small Businesses:
To encourage innovation and smooth transitions, the rules reduce compliance burdens on startups and small businesses by offering a grace period for adaptation.

Balancing Growth and Safeguards:
The rules strive to strike a balance between protecting personal data and fostering growth and inclusivity in the digital economy.

The government has reaffirmed its commitment to safeguarding personal data while fostering an ecosystem conducive to economic growth and inclusivity. By empowering citizens with clear rights and transparent processes, the rules align with India’s vision for a secure and dynamic digital landscape.

The draft rules are open for public consultation, inviting feedback from stakeholders to ensure a well-rounded and inclusive framework for personal data protection in India.
