GeM Surpasses 1 Million Manpower Hires in FY 2024-25, Reinforces Digital Procurement Growth

In a landmark achievement, the Government e-Marketplace (GeM) has facilitated the hiring of over 1 million outsourced manpower resources by government organizations in the ongoing fiscal year 2024-25. This milestone underscores the platform’s growing role in transforming public procurement through digital innovation, transparency, and efficiency.

Launched in 2016, GeM has rapidly evolved into a central hub for public procurement, offering a wide range of products and services. While initially focused on goods, the platform expanded its scope in FY 2019-20 to include services, starting with manpower hiring, cab services, and security solutions. Fast forward to today, and GeM hosts over 330 diverse services, spanning cutting-edge domains like drone operations, AR/VR services, and cybersecurity solutions.

Manpower Outsourcing: A Game-Changer for Government Hiring

A key component of GeM’s success is its manpower outsourcing service, which streamlines the hiring process for government bodies. The platform boasts over 33,000 service providers, enabling buyers to engage personnel across various roles, including security personnel, horticulture staff, multi-tasking staff, data entry operators, and facility management professionals.

Unlike traditional hiring processes, which can be cumbersome and opaque, GeM introduces a level of efficiency and compliance rarely seen in government hiring. The platform allows buyers to select manpower based on skills, educational qualifications, and experience while adhering to structured pricing models, including minimum wage and fixed remuneration options. More importantly, the presence of a comprehensive Service Level Agreement (SLA) ensures legal compliance and well-defined obligations for all stakeholders.

Speaking on this achievement, CEO of GeM, Ajay Bhadoo, stated, ‘GeM has harnessed digital capabilities and has emerged as a one-stop-shop for procurement of all possible services required by government buyers at various levels of administration. Our manpower outsourcing service not only simplifies the hiring process for government organizations but also ensures strict labour compliance through our comprehensive Service Level Agreement.’

Why GeM’s Model is Transformational

GeM’s manpower outsourcing service is not just about convenience—it’s about bringing accountability and standardization to an area often plagued by inefficiencies. By integrating digital capabilities into the hiring process, the platform minimizes bureaucratic red tape, reducing delays and corruption risks.

Moreover, compared to conventional procurement methods where individual government departments engage vendors through lengthy tendering processes, GeM offers a centralized and structured approach. This digital procurement model ensures that pricing remains competitive and transparent while preventing exploitative hiring practices.

The adherence to labor laws is another critical advantage. Many private manpower agencies have, in the past, operated in legally grey areas, often bypassing labor protections. However, with GeM’s stringent compliance framework, both workers and government organizations benefit from a fair and regulated system.

Comparing with Other Digital Procurement Models

While GeM has been a frontrunner in India’s digital procurement landscape, similar models exist globally. The UK’s Crown Commercial Service (CCS) and Singapore’s GeBIZ offer comparable digital platforms for public procurement. However, what sets GeM apart is its scale and inclusivity—catering to not only large ministries but also smaller government departments and local bodies. Unlike many global counterparts that primarily focus on large-scale contracts, GeM’s strength lies in its ability to accommodate micro, small, and medium enterprises (MSMEs), thus democratizing public procurement.

What’s Next for GeM?

Having reached this impressive milestone, the natural question is: where does GeM go from here? With increasing trust and adoption, the platform is well-positioned to expand further into specialized service categories, potentially integrating AI-driven hiring mechanisms, automated compliance monitoring, and blockchain-based contract execution for even greater transparency.

Additionally, with India’s push for digital governance, GeM’s model could serve as a blueprint for other developing economies looking to modernize public procurement. If leveraged effectively, it could not only enhance cost-effectiveness but also create new employment opportunities and ensure fair labor practices on a national scale.

GeM’s achievement of facilitating over 1 million manpower hires in a single fiscal year is a testament to the platform’s impact on government procurement. As digital transformation continues to shape governance, platforms like GeM will be instrumental in ensuring that efficiency, transparency, and compliance remain at the heart of public sector operations. If the momentum continues, GeM could redefine how governments across the world approach procurement in the digital age.
