Sixteenth Finance Commission Establishes Advisory Council

The Sixteenth Finance Commission has announced the formation of an Advisory Council to provide expert guidance and support in fulfilling its mandate. The council consists of esteemed members from diverse fields, aiming to enhance the Commission’s capabilities and insights.

Members of the Advisory Council:

  1. Dr. D.K. Srivastava
  2. Mr. Neelkanth Mishra
  3. Dr. Poonam Gupta
  4. Ms. Pranjul Bhandari
  5. Mr. Rahul Bajoria

Dr. Poonam Gupta has been designated as the Convenor of the Advisory Council.

Role and Functions of the Advisory Council:

  • To provide advice to the Finance Commission on any of the Terms of Reference (ToR) or related subjects of relevance.
  • To assist in the preparation of papers or research studies and to monitor or assess studies commissioned by the Finance Commission, thereby enhancing the Commission’s understanding of the issues in its ToR.
  • To help broaden the Commission’s ambit and understanding by seeking the best national and international practices on matters pertaining to fiscal devolution and improving the quality, reach, and enforcement of its recommendations.

This initiative, as outlined in Office Memorandum no. 10/35/2024-Estt/SFC dated June 11, 2024, underscores the Commission’s commitment to leveraging expert insights and best practices to inform its recommendations on fiscal policies and devolution.
