With an aim to scale up collaborations between Indian and foreign institutions in higher education, The University Grants Commission has approached 500 foreign varsities of UL, US, East Asia, and Europe. The UGC is planning to meet the heads of foreign missions in India and discuss the steps to be followed for collaborating as per the recently notified regulations Joint Degree, Dual Degree, and Twinning Programmes that will be applicable from the academic year 2022-23.

Academic collaboration between Indian and foreign universities is one of the key recommendations of the National Education Policy, 2020.
M Jagadesh Kumar, Chairperson, UGC said, “We have sent a list of eligible Indian universities to the foreign institutions with whom MoUs can be signed.”
As per University Grants Commission (Academic Collaboration between Indian and Foreign Higher Education Institutions to offer Joint Degree, Dual Degree, and Twinning Programmes) Regulations, 2022, foreign institutes ranked among the top 1000 in either Times Higher Education or QS ranking are only eligible for collaboration. Similarly, Indian universities meeting the same standard or ranked among the top 100 in the National Institutional Ranking Framework, or having a minimum score of 3.01 from the National Assessment and Accreditation Council are eligible.
