In a move to modernize the land records management, the Government of Assam has introduced pioneering initiatives aimed at enhancing transparency, efficiency, and security in the state’s land administration processes.
Today, Secretary of the Department of Land Resources, Smt. Nidhi Khare, alongside Special Chief Secretary Syedain Abbasi, unveiled the full-scale implementation of the ‘National Generic Document Registration System (NDGRS)’ along with the launch of Unique Land Parcel Identification Number (ULPIN) seeding of geo referenced Cadastral Maps across Assam. The deployment of NDGRS, a part of the nationwide ‘One Nation One Software’ initiative, signifies a concerted effort to streamline registration procedures and ensure uniformity in land documentation processes.
Developed by NIC Pune, the Assam instance of NGDRS, now operational in all 77 Sub-Registrar Offices (SROs) of the state, integrates seamlessly with various platforms including Dharitree, NOC, eGras, e-Stamp, and citizen services of Sewa Setu.
During the event, Smt. Khare underscored the transformative potential of blockchain technology in revolutionizing land records management. As part of the IT reforms initiated by the Revenue and Disaster Management Department, the pilot rollout of blockchain in Darrang district aims to instill trust, auditability, and immutability in land records data.
It was also pointed out that the ULPIN (Unique Land Parcel Identification Number) is taken as the unique blockchain ID and the land parcel is uniquely identified using ULPIN from Bhunaksha. Smt. Khare further explained that the ULPIN, a 14-digit alpha numeric identification number to every land parcel can be described as the AADHAR or fingerprint for land.
The significance of blockchain lies in its ability to record and distribute transactions securely without the possibility of tampering, thus enhancing accountability and scrutiny throughout the record-keeping process. With the implementation of blockchain-based cadastre and land records registry in Darrang district, Assam sets the stage for a statewide rollout, promising enhanced security and efficiency in land transactions.
The introduction of NDGRS and blockchain integration represents a pivotal moment in Assam’s efforts towards modernizing land administration, fostering trust among stakeholders, and safeguarding the integrity of land records for generations to come.
