In a significant move towards inclusive digital governance, the Government of Mizoram and the Digital India BHASHINI Division (DIBD) have signed a landmark Memorandum of Understanding to promote multilingual governance and empower the Mizo community through language technology in their native tongue.
The MoU signing ceremony took place at the MeitY Office, CGO Complex, New Delhi, on June 18, 2025, in the presence of senior dignitaries Khilli Ram Meena, IAS, Chief Secretary, Government of Mizoram, Abhishek Singh, IAS, Additional Secretary, MeitY, Amit Sharma, IAS, Secretary, ICT and Cooperation, Government of Mizoram, Amitabh Nag, Chief Executive Officer, Digital India BHASHINI Division Officials from MeitY, DIBD and the Government of Mizoram
With this important and historical milestone for Mizoram which was achieved today, through the introduction of multi-linguistic AI-based model of Bhashini in the state of Mizoram, the Government working and even the general public, shall get highly benefitted with the usage of this platform for live conversion of text-to-text, text-to-speech, speech-to-text and even, speech-to-speech from Mizo language to any other popular Indian language like English or Hindi and vice-versa.
Chief Secretary Mizoram Khilli Ram Meena mentioned that this partnership with BHASHINI will make digital governance truly accessible to every Mizo citizen. He further said that by preserving Mizo language while embracing technology, we are building a more inclusive digital future for Mizoram.
Abhishek Singh, IAS, Additional Secretary, MeitY said that With this MoU, BHASHINI is proud to support Mizoram in enabling multilingual governance and fostering innovation rooted in the state’s linguistic diversity. Together, we are building a future where every Indian, regardless of language, can access digital opportunities.
Bhashini’s implementation as an AI-driven Large Language Model (LLM) should be done strongly through organization of a big Workshop in Mizoram soon, led by Chief Minister & all Ministers of Mizoram and inclusion of colleges and schools through Hackathons, Quiz Competitions, etc in a Mission Mode manner for next few months so that Bhashini’s maximum usage could improve its accuracy-levels in times to come, added Singh.
Secretary ICT Mizoram Amit Sharma expressed deep gratitude to the MeitY, Government of India for taking special initiative to bring Mizoram, amongst all states in North Eastern Region (NER), in this Artificial Intelligence based multi-linguistic fold and help this much-needed cause of public here, who are largely conversant with Mizo language only.
BHASHINI’s multilingual technology will transform how we serve our citizens. This collaboration shall ensure that tribal communities of Mizoram can access digital services in their native language, making governance more inclusive and culturally sensitive, added Sharma.
Amitabh Nag, CEO, Digital India BHASHINI Division emphasised that this collaboration is not just a technology deployment it will be a co-created effort between BHASHINI and the Government of Mizoram to design governance that speaks the language of its people. BHASHINI is proud to be part of a movement where language, technology, and governance grow together.
The ceremony got concluded with the exchange of MoU and related documents between the Government of Mizoram and Bhashini team with a resolve to partner together in usage of AI-driven Bhashini Rajyam platform in all Government and Public platforms in a big way for its sustained usage by Mizos in the times to come.
