The Government of Odisha has issued a fresh round of administrative adjustments among senior IAS officers, as per a notification released by the General Administration & Public Grievance Department on February 11, 2026.
The move follows a broader reshuffle earlier this month and reflects the state’s continued push to optimise bureaucratic leadership across critical sectors such as skill development, MSMEs, urban governance, industrial promotion, and administrative reforms.
Bhupendra Singh Poonia Gets Additional Charge of Sports & Youth Services
Bhupendra Singh Poonia (IAS: 2008), Commissioner-cum-Secretary, Skill Development & Technical Education Department, has been permitted to retain additional charge as Commissioner-cum-Secretary, Sports & Youth Services Department.
With this, the additional charge earlier held by Sachin Ramchandra Jadhav (IAS) stands withdrawn. The move is aimed at improving coordination between skill development and youth-focused initiatives.
D. Prasanth Kumar Reddy Named MD, IDCO
D. Prasanth Kumar Reddy (IAS: 2009), currently Commissioner-cum-Secretary, MSME Department, has been formally appointed Managing Director, Industrial Development Corporation of Odisha (IDCO).
IDCO plays a central role in industrial infrastructure creation and investment facilitation across the state.
Rashmita Panda Posted as Commissioner-cum-Secretary, MSME
Rashmita Panda (IAS: 2010) has been appointed Commissioner-cum-Secretary, MSME Department. Her earlier posting as Vice-Chairman, Bhubaneswar Development Authority (BDA) stands cancelled.
She will, however, continue to hold additional responsibilities as:

Aboli Sunil Naravane Gets Additional Charge of MD, IPICOL
Aboli Sunil Naravane (IAS: 2015), Director, Industries—already holding additional charges as MD, Odisha Small Industries Corporation and MD, Odisha State Financial Corporation—has been given additional charge as Managing Director, IPICOL.
The earlier additional charge held by Bhupendra Singh Poonia as MD, IPICOL has been withdrawn.
