Union Minister Dr. Jitendra Singh Launches 69th Edition of e-Book Civil List 2024 for IAS Officers

Union Minister Dr. Jitendra Singh inaugurated the 69th edition of the e-book Civil List 2024 of IAS officers in New Delhi. This marks the fourth edition of the civil list published in an e-book format, reflecting a significant shift from bulky paper-backed documents and contributing to cost savings for the State Exchequer.

Dr. Jitendra Singh, who holds multiple portfolios including Minister of State (Independent Charge) for Science and Technology and Earth Sciences, MoS PMO, Department of Atomic Energy, Department of Space, and MoS Personnel, Public Grievances and Pensions, emphasized that the availability of IAS officers’ information at the click of a mouse is part of the reforms carried out by the Government over the past decade. This initiative is one of the early steps in the Modi 3.0 government.

‘The civil list is a comprehensive platform for the government to select the best officers from different parts of the country. It creates a level playing field for officers to seek opportunities, thus widening the horizon for the government to choose the most suitable officers from a wider pool of talent with more objective feedback,’ said Dr. Singh. He highlighted that this approach prevents the limitation of opportunities to officers who have previously worked with senior officers in the central government, thereby creating a broader pool of human and knowledge resources.

During his keynote speech, Dr. Singh underscored the benefits for both the Government and the officers. He mentioned the integration of Artificial Intelligence and data use to make better-informed governance choices, and the application of next-generation tools and technologies to streamline government operations.

Dr. Singh reaffirmed the government’s commitment to Prime Minister Narendra Modi’s vision of ‘Minimum Government – Maximum Governance’ through Mission Karmayogi and promoting capacity building of officers to meet the challenges of Amrit Kal in 2047. He stressed that citizen-centric reforms, transparency, and good governance are cornerstones of the Modi Government 3.0 reforms.

Ajay Kumar Bhalla, Secretary, Ministry of Home Affairs, noted that the civil list includes the names of over 6000 IAS officers with details such as Batch, Cadre, Present Posting, Pay Level, Education, and Superannuation as of January 1, 2024.

On the sidelines of the event, Dr. Jitendra Singh interacted with IAS probationers from the 2022 batch currently undergoing training as Assistant Secretaries. He sought their feedback on training improvements and overall experience. The probationers shared their positive experiences with e-office implementations and suggested its replication in the states. They also shared success stories of Direct Benefit Transfer initiatives and the reduction in pilferages and leakages of public funds.
