New Delhi: The Ministry of Skill Development and Entrepreneurship (MSDE) is currently implementing the Polytechnics Scheme through the Directorate General of Training (DGT). One of the components of this scheme is the Community Development Through Polytechnics (CDTP), which aims to provide non- formal, short-term, employment-oriented skill development programs through Polytechnics for marginalized individuals.
The objective is to enable them to acquire gainful self/wage employment. The government has recently revised the guidelines of CDTP in the year 2022-23. The revisions include the provision for implementing the scheme through National Skill Training Institutes (NSTIs) and Industrial Training Institutes (ITIs). Additionally, the coverage of the CDTP component has been extended to Aspirational and Border Area Districts.
Furthermore, the recurring grant per polytechnic per annum under this component has been increased to Rs. 19.72 lakhs from the existing Rs. 17.00 lakhs. Detailed guidelines can be accessed on the official website dgt.gov.in.
The CDTP component is implemented by State governments and Union Territory Administrations through selected Polytechnics, in adherence to the guidelines issued by the Central government.
The guidelines state that the identified institution should focus on the economically disadvantaged sections of society, including women, SCs/STs, OBCs, minorities, school dropouts, street children, physically handicapped individuals, economically weaker sections, and other underprivileged individuals. Trainees under this component are not charged any fee, and there are no age, sex, or qualification restrictions.
